This page exists so that nothing on the rest of the site has to be taken on trust. Where we have made a judgement call, it is written down here rather than buried in a footer.
46 North Benefit Advisors, LLC is an Indiana limited liability company. Andrew Dezelan holds an active Indiana resident insurance producer licence with an Accident & Health line of authority. The firm’s entity licence application is pending with the Indiana Department of Insurance, with Andrew as designated responsible licensed producer. Business is written only where the required licensure is in place at the time it is written.
46 North is not a law firm, not an accounting firm, not a tax adviser, and not a registered investment adviser. Nothing on this site or in any document we publish is legal, tax, accounting or investment advice. Every statutory reference on this site is our reading of a public source, offered so you know what to ask your own counsel about — not a substitute for asking them.
We advise Indiana public employers. We do not hold ourselves out as advisers to private employers, to individuals, or to units of government outside Indiana.
Indiana producer licences are searchable through the Indiana Department of Insurance and through the NAIC’s national producer database. We would rather you looked than took our word for it.

Compensation
Fee-first. An engagement is quoted as a single all-in number and agreed in writing before any work begins. Where a placement carries a commission that cannot be waived, it is disclosed in that same document and credited against the fee.
Once a year we publish our total compensation from public-sector work as a single figure. No arrangement we hold should require an explanation we would be uncomfortable printing.
We do not accept override arrangements, bonuses or contingent compensation from a carrier, administrator or pharmacy benefit manager that are contingent on what we recommend to a client.
Fiduciary posture
SEA 3 (2025), P.L.69-2025, codified at IC 27-1-25.5, effective July 1, 2025, imposes fiduciary duties on third party administrators and pharmacy benefit managers. It does not make a broker or an advisory firm a fiduciary. Anyone telling you otherwise has not read it.
We take the same four duties on voluntarily, in the engagement letter, before the first meeting. That is a contractual commitment we have chosen to make. It is not a statutory result and we will not describe it as one.
Figures, data and vendors
Every statistic printed on this site carries the filing, survey or public document it came from, on the page, next to the number. Our own extracts say so and name the line they were pulled from.
Where a unit’s filings will not support a figure, we print nothing and say which check failed. Roughly seven in ten Indiana civil units fall into this category, and 744 reported employee benefits of exactly zero.
It indicates whether a line deserves attention this budget cycle. It is not a savings estimate, it is not a quote, and it must never be presented to a board as either. Where a per-employee figure rests on eligible rather than enrolled employees it is a lower bound and is labelled as one.
A carrier, third party administrator or pharmacy benefit manager is named where a public document states it. Anything we have inferred is labelled inferred and unconfirmed, every time, including in conversation.
Budget figures follow the adopted number, because that is the figure that governs. The advertised figure is noted where the two differ materially.
There is no language model anywhere between a public filing and a figure published on this site or produced by the Pressure Test. The arithmetic is arithmetic, and it is written down on the method page.
Where this site says an independent review of a long-untested public plan “commonly finds” a range, that describes what such reviews have found across engagements and published studies. It is not a guarantee, not a projection for any particular unit, and not a representation that your unit will save anything at all. A review may conclude that your current arrangement is the right one, and that conclusion is worth having in writing.
Where our published work discusses a pool, a trust, a carrier or an administrator, the characterisation is drawn from that organisation’s own published materials or from public records. We ask structural questions about how an arrangement is built. We do not allege misconduct by any named organisation, and nothing we publish asserts that any named unit of government has overpaid.
Some of our internal analysis is predictive — modelling, for example, which units may be affected by pending legislation. Predictive work is not published, is not represented as fact, and no unit is named as a predicted outcome in any document we release.
This site sets no cookies. It uses no local storage, no session storage and no other browser storage. It runs no analytics, no tag manager, no advertising pixel, no session recorder, no chat widget, and no third-party scripts of any kind. Fonts are the ones already on your device; nothing is fetched from a font CDN. Loading a page here contacts our server and nobody else’s.
The Pressure Test runs your figures on our server and returns a result. It does not save what you typed unless you separately choose to send it to us. If you do send it, it is stored so that we can answer you, and emailed to us. We do not sell, rent, trade or share it, and there is no marketing list attached to any form on this site.
Our server keeps ordinary web logs for security and troubleshooting. To have anything you have sent us deleted, write to andrew@46northadvisors.com and it will be removed.

Public filings are amended and statutes are changed. If you find a figure here that does not match its source, tell us and we will correct it and say that we did.
