The Pressure Test
Type three figures off your own Annual Financial Report — salaries, benefits, and your unit type. The Pressure Test places your benefits-to-salary ratio against 863 real Indiana units of the same type and size, runs the four flags described in our Method, and shows you a cost per employee only if your filings will honestly support one.
A withheld number beats a wrong one
When the filed figures are incomplete, the tool refuses to compute a cost per employee and tells you which flag fired. That refusal is the most important behaviour in the whole application.
Not a savings estimate
It is a prioritisation tool. It tells you whether this line deserves attention this budget cycle. It does not quote, and it cannot.

No cookies, no local storage, no analytics, no third-party scripts. What you type stays on your screen unless you press a button that says otherwise.

The Scorecard
The Pressure Test asks you for three figures. The Scorecard already has them. Look up any Indiana county, city, town or township and see what it filed for salaries and employee benefits, where that sits against real peer units, and whether a cost per employee can honestly be computed from it — every figure printed with the filing it came from.
Searched in your browser
The whole list of 1,638 units downloads once and is searched in the page. Not a character you type is transmitted to us. Choosing a unit fetches that one record, and by then you have clicked something.
It will refuse to place you
A unit that filed nothing on the benefits line has a ratio of zero, and showing that against a cohort would say something the filing does not. 744 units are in that position and every one of them gets the explanation instead of the chart.

Township merger check
Senate Enrolled Act 270 sets twelve conditions, and four points across them designates a township for mandatory reorganisation. The twelve are here as the statute states them, with the measurement window printed beside each one. Tick what is true of your township and the total adds up as you go.
We do not ask which township you are
There is no lookup and no submit button, because there is nothing to submit. The arithmetic runs in your browser. We hold an internal scoring of all 1,001 townships and we are not publishing it — a tool that told you your own score would be publishing it one township at a time.
A merger is an employee event
Absorbed employees arrive at a receiving unit that already has a plan, a renewal date and a census it was underwritten on. The time to price that is while the list is still arithmetic rather than a designation.
What sits underneath
The landscape database
Every tool here draws on the same assembled record of Indiana units of government: their filed disbursements, salaries, benefits, adopted budgets, and — where a public document states it — their vendors. It is rebuilt from source each season rather than patched, so a figure can always be walked back to a filing.

The peer reference set is refreshed by replacing one data file, so a new AFR season reaches the tool without a code change. Counts shown in the Pressure Test’s own footnote update with it.

Peer cohort report
A one-page written comparison of a named unit against its cohort, with the flags, the withheld figures and the sources printed, suitable for handing to a board. It is generated from the same public record the Scorecard runs on, so it cannot say anything about a unit that the tool above does not. Ask us for yours and it comes back the same day; there is no form to fill in and nothing to install.
